The hill descent ABS and TC are all interlinked, any error/ failure in the systems will disable all 3.
The sensor can be replaced on its own. There is a few on ebay.
If you wish to find out "if" its a sensor and which one it is without spending a fortune at Land rover, then simply disconnect the sensors one at a time (1 per wheel) and simply read across the 2 terminals and measure the resistance with a multimeter. I cannot tell you what it should be, but 3 will be approx the same, and if you have a duff one it will read either a lot higher or lower. Then simply replace that one and all should be well.
While you are disconnectiong each one, do check to see if all the plugs / wires look in good condition and free from corrossion etc as it "may" just be a bad connection on one of them.

Urban panza is correct you can identify some abs faults with a resistance test on the sensor. However once the offending sensor is replaced you will still need diagnostic kit to reset the lights 9 times out of 10

Well, Land rovers may be different, if you have diagnosis equip so you may have a better idea than me, but from my experience on other car makes and ABS is if you replace the duff sensor, the ABS ecu "should" see the resistance is now correct and put the light out. The ABS performs a self test as soon as you switch on the ignition, thats why the light comes on, then goes off.
Fortunately, any "reasonable" code reader / reset tool can talk to ABS systems, so there is no need to pay Land rover prices.
