· Akıcı ingilizce konuşma becerisi beklenmektedir.
· İki yıllık bu projede uzmanın sorumlu olacağı süre toplam bir yıl olacaktır.
Key expert 3: Data Management Expert
This expert will be responsible for managing and leading Task 1 of the Activity 2.
Qualifications and skills
· At least Bachelor degree in the field of computer technologies/engineering or related field. In the absence of the university degree from the requested field, at least 15 years of experience in fields directly related to database management is required;
· Good command of written and spoken English;
General professional experience
· At least 10 years of professional working experience in the relevant field.
Specific professional experience
· At least 5 years of professional experience with GIS.
· At least 3 years experience on database development/web GIS development.
Activity 1.2 Development of a Database System
Consultant should provide the development of a database system to compose the inventory of the Large Combustion Plants. Recently, there is no such a system and it should be developed during the project by the Consultant. The database should be a web-based system as well as supported by a GIS system on which location of the each plant marked.
The system should cover datasets that could be exported in the form of excel and pdf document. It also should allow the users to represent the emission limit values (ELVs or EVs even for each separate source within a LCP) as a graph. Besides, it should provide users with multiple choices for searching and listing. Moreover, it is preferable that the system should supply the minimum requirements that would be needed for a MS to report to the European Commission in scope of European Pollutant Release and Transfer Register (E-PRTR). This means that it could allow us to send the editable results to the European Environmental Agency (EEA) by means of rod-net (Reporting Obligations Database Network System developed by EEA) which is also a necessity of the LCPD. (3rd quarter in the first year of the project)
The content, structure and format of the data base (questionnaires, forms, etc.) shall be designated by consultation with the related departments of and upon approval of the Main Beneficiary.
Consultant should submit a report covering the development of the database system, the usage/management of the system and editing/managing of the data to be loaded to the system which should be described by means of guidelines/handbooks apart (maybe in the form an annex) of this report.
Further details of whole reports (including this one as well) are listed on table 2 and 3.
Activity 1.3 Preparation of a Website
Consultant is responsible for the development of a web-site by which all information (legislations, handbooks, guidelines, FAQ, useful links, mission reports, training document and presentations and so on) related to large combustion plants in Turkey can be presented to the public. The consultant must determine the information which may be presented in the website with the consent of MoEU. The database system mentioned above should be accessible via this site, in other words, the web-based database system should be published by means of this website. Moreover, management of the site should be instructed to the persons that would be dealing with it in the Beneficiary organization. (1st quarter in the first year of the project.) The consultant must train minimum 2 personnel of the IT department of MoEU in order to ensure the maintenance of the website. This training should be held in the MoEU facilities.
Activity 1.4 Workshop Programs for the Inventory
At least 3 workshops should be arranged by the end of 12th month of the project. The main aim of these workshops is to designate the way of action, share the progress achieved related to Inventory, as well as problems encountered and the solutions regarding these problems, gap analyses, data collection, data management during the preparation of the Inventory of LCPs in Turkey and evaluation of required institutional capacities of MoEU. Also agreed documents on required capacities will be prepared. Further details of the overall workshops (including this one as well) are listed on table 1.
